About the Team

The SIRS is an initiative to help prevent and reduce the risk and occurrence of incidents of abuse and neglect of older Australians receiving Commonwealth-subsidised aged care and services. It commenced in residential aged care on 1 April 2021 and was extended to home services on 1 December 2022.

The SIRS has 2 key components:

  • incident management responsibilities
  • reportable incident obligations.

The 8 types of reportable incidents that must be reported to the Commission include:

  • Unreasonable use of force 
  • Unlawful sexual contact or inappropriate sexual conduct 
  • Psychological or emotional abuse 
  • Stealing or financial coercion by a staff member 
  • Neglect 
  • Inappropriate use of restrictive practices
  • Unexplained absence from care / missing consumers 
  • Unexpected death.

The aim of SIRS is to:

  • build the capability of providers to prevent or reduce the occurrence of serious incidents and improve quality and safety
  • require providers to review incident information to drive improvements in quality and safety
  • enable the Commission to better detect, triage and respond to risk across all its functions by utilising SIRS notifications alongside the range of intelligence held by the Commission. 

SIRS team delivers on the aim by:

  • assessing the actual or potential risk to the safety, health, wellbeing and quality of life of a consumer and provider capacity and capability to address the risk.
  • acting in a timely, proportionate and coordinated manner if a provider is not demonstrating capability.
  • educating providers using the intelligence gathered from notifications.
  • ensuring notifications are recorded accurately into the business systems to produce meaningful intelligence.

About the Role

Reporting to the Director of Operations, Serious Incident Response Scheme, you will be responsible for:

  • Implement and deliver the SIRS regulatory program and ensure outcomes align with performance indicators, policies and procedures.
  • Lead and manage the daily operations of a team in a high-paced environment.
  • Make positive ongoing contribution to the achievement of the Commission’s strategic goals.
  • Responsible for driving quality assurance and continuous improvement.

  • Ensure appropriate management and use of data and intelligence to inform risk-based decision making, resourcing and strategic outcomes.

  • Manage complex case coordination including writing case reports and coordinating information sharing across the Commission.

Position Eligibility Requirements (Selection Criteria)

To be successful in this role you will need to demonstrate the following: 

  • Extensive experience managing and leading teams remotely through periods of change.Track record of delivery by building confidence and capability; and addressing barriers to succeed. 
  • Expert knowledge and understanding of complex case coordination matters or ability to quickly acquire.
  • Extensive experience in implementing, driving and measuring quality assurance and continuous improvement initiatives.
  • Ability to analyse complex information including interpretation and application of legislation.
  • Excellent communication skills including demonstrated experience working collaboratively with a diverse range of internal and external stakeholders for results.
  • Ability to manage sensitive and sometimes confronting information.

About the Team

The Program Planning and Coordination team (PPC) within the Quality Assessment and Monitoring group (QAMG), supports the delivery of the Commission's quality assessment and monitoring activities. We are seeking a Senior Support Officer PPC across a number of workstreams including business improvement, quality assessor registration, and complaints received about quality assessment and monitoring staff.

About the Role

The successful candidate will be required to provide efficient generalist support within and/or across these workstreams, reporting to an EL1 Assistant Director. The position may also be responsible for leading and developing a small team of Operations Officers.

Position Duties

As an APS6 Senior Support Officer role within QAMG your duties will include some or all of the following:

  • Day to day oversight of Quality Assessor registration and/or complaint workloads, including monitoring of group inbox/es, working collaboratively with a variety of internal and external stakeholders to progress workloads, and processing of quality assessor registration applications and complaints.
  • Be a point of contact and escalation for quality assessor registration issues and/or complaints enquiries.
  • Developing, analysing and distributing various reports.
  • Organising, tracking and contributing to business improvement initiatives including, but not limited to, the secretariat functions of the Innovation and Continuous Committee 
  • Support the quality assessor registration delegate in making quality assessor registration decisions.
  • Providing high level administration support within the PPC

Position Eligibility Requirements (Selection Criteria)

To be successful in this role you will need to demonstrate the following: 

  • Managing competing priorities by being proactive, organised and showing initiative.      
  • Previous experience in secretariat functions and project management or interest in learning these skills.
  • Excellent generalist oral and written communication skills supporting an ability to produce concise written documentation.
  • Ability to effectively manage interpersonal relationships and communicate with influence with internal and external stakeholders.  
  • Strong analytical skills and the ability to make sound operational decisions.

Position Description

Corporate Strategy, Governance and Integrity is a pivotal section within the Commission and is responsible for establishing, leading and coordinating a broad range of corporate strategy, governance and integrity functions and activities across the Commission. This includes corporate strategic, performance and business planning, monitoring and reporting, enterprise risk, internal audit, quality assurance, business resilience activities; leadership of the governance and policy secretariat services enabling the Commission’s committees and Advisory Council work programs; and integrity functions including integrity, fraud, corruption and service complaints and investigations, security and AGSVA clearance processes, FOI, privacy management, information and records management services.

Position Duties

APS5 Planning, Reporting and Business Resilience Officer

The Planning, Reporting and Business Resilience Officer plays a key role in supporting the coordination and development of the Commission’s Annual Planning and Reporting Program, including by: 

Supporting and assisting the Assistant Director and APS6 Managers within the Planning, Reporting and Business Resilience team to provide the core planning, reporting and business resilience functions of the Commission. 

 

Activities include, but are not limited to:   

  • Assisting to maintain the Commission’s annual planning and reporting program  
  • Supporting staff contributing to the content of the Annual Report, Corporate Plan, Operational Plan.  
  • Drafting, distributing and recording relevant correspondence to key stakeholders.  
  • Assisting with regular reporting to the executive, governance committees and the Business Resilience and Security Committee (BRSC).  
  • Providing support and advice relating to annual planning and reporting and business resilience to Commission staff.
  • Contributing to the management of meeting and event schedules, including with external stakeholders.  
  • Supporting the broader functions and activities managed by the Corporate Performance, Governance and Integrity Section.  

 

APS5 Governance and Policy Secretariat Officer

  • Provide committee secretariat support, including the preparation and distribution of agendas, minutes and communiques to ensure a high standard of quality and consistency. 
  • Support the implementation of the new Corporate Governance and Accountability Framework and related committee structure. 
  • Providing administrative project support to committees and the unit, including maintaining registers and tracking progress against agreed deliverables. 
  • Support continuous improvement by providing observations and recommendations for the development and uplift of processes and tools that support strong governance practices. 

 

APS6 Senior Business Resilience Officer

The Senior Business Resilience Officer plays a key role in supporting the development, implementation and evaluation of the Commission’s Business Resilience Framework and Plan.


Activities include, but are not limited to:  

  • Contributing to the development, implementation, quality assurance and continuous improvement of the Commission’s Business Resilience Framework and Plan.  
  • Engaging with, supporting and advising a range of stakeholders on the application of the Commission’s Business Resilience Framework and Plan, including operating as a key internal contact..  
  • Promoting and embedding strengthened business resilience principles and practices to support the Commission’s ability to respond and recover from significant disruptive events.  
  • Supporting the preparation, maintenance and coordination of business resilience reporting.  
  • Maintaining  regular reporting to the executive, governance committees and the Business Resilience and Security Committee (BRSC).  
  • Assisting to coordinate and develop key crisis and recovery communication strategies and messaging.  
  • Contribute to the development and quality assurance of briefings and reports on the status of the Commission’s Business Resilience Framework and Plan, disruptive events, responses and recovery, as required.  
  • Assisting with monitoring and maintaining contractual and aligned consultation and project arrangements with business resilience service providers.  
  • Contribute to Section priorities on corporate strategy, governance and integrity activities, as required.  


APS6 Senior Performance, Audit and Assurance Officer

  • Develop, implement, and support the Commission’s planned performance and monitoring, reporting actual results with meaningful performance information, consistent with the Commonwealth Performance Framework.
  • Support the development and implementation of the whole-of-Commission Quality Assurance Framework, in line with best practice, continuous quality improvement and quality assurance standards.
  • Support the Commission’s internal audit function and engage and liaise with the Commission’s Internal Auditors and Commission stakeholders to progress planning and co-ordination of Internal Audit Plan activities and monitor and progress actions to address key recommendations.
  • Provide secretariat support for the Risk and Audit Committee including planning and organisation of meetings, preparation of agenda papers, drafting of minutes and correspondence and advice to the Chair on emerging risks and issues.
  • Contribute to Section priorities on Corporate Performance, Governance and Integrity activities, as required.

 

APS6 Senior Risk Management Officer

Reporting to the Assistant Director, Enterprise Risk Management, your main responsibilities will be:  

  • Support the effective implementation and ongoing review and contemporary application of the Commission’s Enterprise Risk Management Framework and supporting documents, and relationship with its Regulatory Risk Management Framework. 
  • Manage the Commission’s risk register and ensure that mitigation activities and control mechanisms are applied and embedded. 
  • Support the Commission to an understanding of and engagement with better risk management practice. 
  • Promote an informed and engaged high-risk management culture within the Commission where information about risks to objectives is openly shared, discussed and addressed. 
  • Work with decision makers, specialists, risk owners, control owners, subject matter experts and stakeholders to assess, control and monitor risk across the organisation. 
  • Manage the information in the organisation’s risk register, mitigations and controls. 
  • Provide insights on risks by analysing organisational information, engaging with staff, monitoring the external context, and investigating potential future scenarios. 
  • Manage and maintain regular risk reporting to the executive, governance committees and the Risk and Audit Committee (RAC). 
  • Perform risk assessments for the Commission as requested. 
  • Deliver risk management training ensuring that all staff are aware of the importance of effective risk management in the Commission. 
  • Identify opportunities for continuous improvement, including streamlining and simplifying policies and practices, and developing and/or updating policies and procedures.

  • Demonstrated project / program management skills, including assisting in delivering a series of high-profile, deadline-driven and multifaceted projects within a dynamic, high-pressure environment.

Internal Communications  

The Engagement, Education and Communication Group is responsible for the delivery of a range of functions across the Commission, including: 

  • Communications (internal and external)  
  • Stakeholder Engagement

The Internal Communications team is part of the wider Communications section.
The team is responsible for providing:  

  • strategic and BaU internal communications support across the Commission  
  • the redevelopment and ongoing governance of the Commission’s intranet and   
  • a suite of design and production services to support key publications and resources produced by the Commission for a range of audiences (internal and external). 


Position Description

As a member of the Internal Communications team, this position is responsible for supporting the Assistant Director, Internal Communications. This includes: 

  • managing a range of communications activities across the Commission   
  • designing and implementing internal communications plans and   
  • supporting other activities of the wider Communications area.  


Working within a team of communications professionals, you will be responsible for the development, delivery and evaluation of internal communications deliverables and producing quality content and services.  
You will contribute to translating the Commission’s priorities into engaging and informative staff communications to support the organisation’s role as the national regulator to protect the safety, security and dignity of older Australians accessing aged care services. 

Position Duties 


  • Communications strategy and design: Lead the design, delivery and evaluation of internal communications strategies, projects and activities.   
  • Content development: Produce quality content for internal communications products with a focus on clear, simple messaging across a range of channels and formats.  
  • Planning and monitoring: Contribute to internal communications planning and reporting, and the ongoing review of progress and priorities.   
  • Reporting: Collate, record and report on internal communications activities, providing both qualitative and quantitative information to contribute to continuous improvement.   
  • Positive working relationships: Develop strong relationships with internal stakeholders.   
  • Contribute to overall team performance: Actively contribute to the strategic development and implementation of the Commission’s internal communications program and team culture.   


Position Eligibility Requirements 


  • Demonstrated experience in the development and delivery of communications products and activities.   
  • Excellent communication skills, including the ability to develop productive working relationships with both internal and external stakeholders.  
  • Demonstrated experience in producing and publishing content for an organisation’s intranet (SharePoint).  
  • Excellent attention to detail, proof-reading and editing skills (strong grammar and spelling) including experience in translating complex information into plain English.  
  • Experience in managing external suppliers.  
  • Demonstrated initiative in identifying and resolving problems or complex issues and working collaboratively to develop solutions.  
  • Demonstrated ability to meet deadlines while balancing competing tasks and priorities.  
  • Bachelor’s degree in Communications or similar field and/or minimum 5 years’ experience in similar roles.  
  • Previous Australian Public Service or government experience within a communications team is highly desirable, along with familiarity of Australian Government processes.

People and Culture Operations Team 

The People and Culture Operations team are responsible for providing the Pay and Conditions, Service Desk and Workforce Data and Analytics support and advice for the Aged Care Quality and Safety Commission (ACQSC). This is achieved through the management and resolution of requests received via our service desk tool, and ongoing data quality and assurance. The function also manages the key relationship with our Shared Services Provider. The team are responsive, trusted and reliable partners who provide valued advice and services to staff at all levels. 

 

Position Duties

The Assistant Director (AD) role within the Pay and Conditions Team will drive the team responsible for responding to payroll related enquiries across the employee lifecycle. The AD supervises the Pay and Conditions team and is a key liaison point between the Commission and Shared Services Provider to deliver an outstanding customer experience for Commission staff. 

The AD manages and supports the team to prioritise and respond to queries effectively and efficiently, in accordance with the Commissions procedures and Enterprise Agreement. The AD will oversee work output and quality, liaise with subject matter experts and stakeholders to foster partnerships and build service delivery capability. By observing trends in query types, the AD will identify and action opportunities to improve business processes and develop self-service options for employees. Customer outcomes are maximised with the team’s focus on the provision of high-quality advice, legislative compliance and a service-ethos.  

The AD works in collaboration and under the general direction and support of the Director Operations and broader P&C Leadership Team. They exercise independent judgement and make decisions and provide advice that requires reliance on skills, knowledge and expertise to resolve issues and enhance the customer experience. The AD plans their work and team goals in the context of competing priorities and contributes to and implements changes in workplace practices based on legislation and business improvement strategies.  

The Commission is experiencing a significant period of growth, and a Merit Pool established through this selection process may be used to fill this or future Ongoing and Non-Ongoing vacancies. Therefore, we encourage candidates with experience in data analytics, particularly in a Pay/HR environment, to also apply for this role.

Position Duties

  • Manage the day-to-day operations of the Pay and Conditions Team, including setting priorities, allocating work, managing resources and building capability. 
  • Manage the relationship between the Commission and Shared Services Providers payroll team to ensure strong, collaborative, efficient and effective management of queries. 
  • Develop and monitor metrics for key service-level indicators to evaluate the accuracy of advice, response rates, and overall effectiveness and quality of responses, in support of shaping the P&C capability, products and services.  
  • Collect, analyse and interpret data and information and prepare evidence-based reports and insights, identifying trends and patterns to implement opportunities to improve response times, increase quality and enhance the customer experience. 
  • Collaborate with managers and leaders within P&C and Shared Services Provider to coordinate the implementation of new or changed employee service offerings. 
  • Apply sound knowledge of employment frameworks and legislation to assist with more complex pay and conditions related enquiries as required.  
  • Support the broader Operations Team, Commission employees and managers to develop their knowledge of HR matters, policies, practices and procedures, including compliance requirements.  


Key Capabilities

  • Tertiary qualifications in Human Resources and/or equivalent industry experience in a similar role. 
  • Experience leading effective teams - including work, engagement, wellbeing and performance management. 
  • Demonstrated experience in setting up and\or leading a Pay and Conditions function. 
  • Excellent ability to use clear and influential communication skills to develop productive working relationships with internal and external stakeholders.  
  • Proven critical thinking and problem-solving capabilities.  
  • Understand and actively demonstrate the APS Code of Conduct and Values.
  • Experience in data analytics (not essential)

Salary offered will be between $114,247 and $130,300 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.

About the Quality Assessment and Monitoring Group

  • Experience in quality management, continuous improvement, process design or process improvement with high level attention to detail, accuracy and thoroughness in work undertaken.  
  • Demonstrated ability to respond positively to change, take responsibility for managing work initiatives and the ability to build capability and provide support to teams.

Senior Quality Assessors

We are looking for the right people to join our high performing team who are responsible for assessing and monitoring the performance of individual aged care providers compliance (residential, home care and flexible care) against the Aged Care Quality Standards. 

Senior Quality Assessor roles are predominantly field based positions with over-night travel commonly required, with assessors undertaking visits to aged care services across each state and territory, including visiting communities where aged care services are provided. Flex-time is available to support management of travel expectations of the role. 

Successful candidates will be provided training through a comprehensive training program which must be successfully completed for the candidate to be eligible for registration as a Senior Quality Assessor. Registration is an essential requirement to be engaged as a Senior Quality Assessor. Following initial registration, Quality Assessors are required to undertake 15 hours of professional development each year and to apply for annual re-registration. 

Position duties include, but are not limited to: 

  • Visit aged care services, either as part of a team or individually, to assess the service’s performance and compliance with the Aged Care Quality Standards. 
  • Engage with aged care service providers to find and collect information and evidence, actively follow through on lines of enquiry, and conduct interviews with service staff and management. 
  • Conduct in person or telephone-based interviews with consumers and/or their representatives about the quality of care and services provided by an aged care service. 
  • Collect and analyse evidence to record performance audit and assessment findings in written reports, using the Commission’s IT applications. 
  • Prepare well-reasoned and accurate reports for a delegate, which may be published, following an assessment of the quality of care and services provided by a service to inform statutory decisions within legislated timeframes. 

What skills and capability we are looking for 

  • Critically analyse information to prepare comprehensive, evidence-based reports which clearly and concisely document their reasoning and recommendations. 
  • Manage interpersonal relationships with respect and communicate with influence with internal and external stakeholders. 
  • Understand and identify risk and potential harms in an aged care service and then escalate findings within a risk management framework. 
  • Work as a team member and/or team leader to accomplish organisational goals, this may include mentoring other staff. 
  • Understand and comply with legislative, policy and regulatory frameworks, particularly the Aged Care Quality and Safety Commission Act (2018) and the Aged Care Quality and Safety Commission Rules (2018) and the Aged Care Quality Standards or be able to demonstrate a capacity to quickly acquire this knowledge.
  • Publicly represent the commission, acting professionally (including adhering to APS Values & Code of Conduct and the Commission’s Quality Assessor Code of Conduct) and operating within the boundaries of organisational processes and legal and public policy directions.

About the Quality Assessment and Monitoring Group

The Quality Assessment and Monitoring Group (The Group) is responsible for the effective delivery of quality assessment and monitoring of approved provider compliance with the Aged Care Quality Standards, undertaking accreditation and reaccreditation audits of residential aged care services, completion of quality audits of Home Services, and undertaking investigations into triaged reports of serious incidents in aged care services.  

The Group is led by an Executive Director and leadership team within a single Commission operating model, and includes staff located across Australia, group functions include four regional teams undertaking assessment and monitoring against the Aged Care Quality Standards, an investigations team and national teams responsible for worker regulation and incident investigations,  quality audits of Home Services, and the delivery of national reaccreditation services supplied by third parties, and program performance.  

Senior Investigations Officers

Senior Investigations Officer are regulatory officers who conduct field-based investigations into suspected non-compliance with worker regulation legislation and quality of care principles relating to reportable incidents including the use of restrictive practices under the Serious Incidents Response Scheme (SIRS)

Position duties include, but are not limited to: 

  • Plan, participate in, and lead investigations into non-compliance with the Aged Care Act 1997 (Aged Care Act), relating to the SIRS program and worker regulation reforms (code of conduct). 
  • Conduct risk assessments in line with the Commission’s risk matrix to identify ongoing risks to aged care consumers based upon alleged/identified non-compliance. 
  • Investigations will include review of information and documents, interviewing staff, consumers, their representatives and other relevant persons, observations on site, underpinned by the Australian Government Investigations Standards. 
  • Collect, secure, and manage confidential information and evidential material gathered during investigations and other compliance activities. 
  • Produce high quality investigations reports to help guide regulatory responses, and support reasons for decisions on remedial actions required. 
  • Work collaboratively with legal officers and other advisors in the development of compliance and enforcement responses and briefs of evidence. 
  • Prepare briefs of evidence to support administrative action, civil proceedings and criminal prosecutions. 
  • Work collaboratively with other agencies or authorities and where appropriate refer matters to them under the relevant jurisdictional law. 
  • Participate in the delivery of education opportunities to inform and educate aged care providers and clients and the public about the Commissioner’s functions and the requirements of relevant legislation and rules. 
  • Provide coaching, mentoring and guidance to other Commission staff and contribute to a learning culture where expertise can be appropriately shared. 
  • Undertake activities using regulatory powers outlined in the Aged Care Quality and Safety Act 2018, the Aged Care Quality and Safety Commission Rules 2018 (Commission Rules) and the Regulatory Powers (Standard Provisions) Act 2014.
  • Publicly represent the commission, acting professionally (including adhering to APS Values & Code of Conduct and the Commission’s Quality Assessor Code of Conduct) and operating within the boundaries of organisational processes and legal and public policy directions.

About the Provider Approvals and Suitability Team

The Provider Approvals and Suitability Team delivers three important functions of the Commission:

Provider Approvals: 

  • manage applications from organisations that want to be approved by the Commissioner to deliver Australian Government subsidised home, residential or flexible care and services. 
  • ensure public facing information about the application process is current and understandable.
  • monitor and manage Administrative Appeals Tribunal merit reviews in conjunction with the Commission’s legal team
  • assess submitted applications and supporting documentation to make a recommendation to the delegate about whether they are suitable to provide Government subsidised aged care as required under s63(3) of the Aged Care Quality and Safety Commission Act 2018.

Approved Provider Notifications:

  • receive and assess legislated notifications from approved providers who are required to tell us certain information such as organisational and key personnel changes as required under the Aged Care Act 1997.
  • information received is assessed to determine what, if any, future steps need to be taken to ensure that no regulatory issues are present.
  • update provider records and maintain key personnel information in the Government Provider Management System.
  • manage enquiries from approved providers about their notification responsibilities.
  • undertake review and make enquiries with approved providers including assessing and making delegate recommendations about key personnel suitability.

Governing Body Determinations:

  • receive and assess applications that certain governing body responsibilities do not apply. 
  • engage with approved providers to obtain information about their organisation and governance arrangements to make recommendations to the delegate.
  • manage enquiries from approved providers about their governing body responsibilities as set out under the Aged Care Act and the application process.
  • Provide advice to the public about the application process either directly or through public facing pathways such as the Commission’s website or the Regulatory Bulletin. 


What skills and capability we are looking for 

APS4 Administrative Officer

  • Good generalist skills in communication and interpersonal interactions, both written and verbal. 
  • Demonstrated ability to effectively manage interpersonal relationships with respect and communicate with influence with internal and external stakeholders. 
  • Demonstrated organisation and time management skills working under pressure. 
  • Intermediate to advanced skills in MS Office Word and Excel.

What you'll do

  • Work independently and providing guidance to assess sensitive and at times confronting information as to the risk to the consumer within prescribed timeframes 
  • Searching and analysing the Commission’s business systems to conduct quality risk assessments with an informed decision about the trust in the provider and potential trends 
  • Communicating with aged care providers if further information is required to inform an assessment by phone or in writing 
  • Exercising judgement to make decisions governed by the application of rules, regulations, best practice principles or the agency's operating instructions and procedures 
  • Under limited supervision perform objective and systematic research and analysis to obtain accurate conclusions based on evidence 
  • Documenting, in an accurate and timely manner, assessments and information received in respect to a notification 
  • Interpret legislation, policy, procedures, and guidelines to prepare complex matters for escalation to other areas of the Commission for further action 
  • Build and sustain relationships; liaises with a range of internal and external stakeholders

What you'll do

Reporting to an Assistant Director (EL1) in the SIRS Operations, you will be responsible for:

  • leading a team of 4-5 team members, including exercising HR delegations
  • building and sustaining capability of team members to undertake their roles effectively, efficiently and safely
  • creating a positive and collaborative culture that encourages and acts on feedback
  • making regulatory decisions as outlined in the operational delegation instrument
  • representing your team in decision making forums internal governance forums to identify and implement improvements to the operation of the SIRA program
  • encouraging innovation and manage and lead team/s through changes in business and process improvement
  • contributing to business planning, design of training, developing job aids and other supports

Information Project roles
  Duties include, but are not limited to -
 

  • Preparing complex information in plain English reports and briefs, so that it can be quickly and easily understood by a general audience. Interpreting and providing data and information to facilitate publications, executive reports, Ministerial briefs, surveys and research projects produced or undertaken by the Commission. 
  • Coordinating projects and managing initiatives with key stakeholders, including identifying business needs and ensuring outcomes that align with the business needs, coordinating delivery of milestone tasks, managing schedules and monitoring for issues/risks with project deliverables, and escalating if necessary.
  • Providing survey administration support, including engaging with stakeholders, questionnaire design, building of surveys in survey software, reporting on and analysing survey responses.

Intelligence roles
   Duties include, but are not limited to -

  • Recommending treatments/strategies in relation to the Aged Care Act and Aged Care Quality and Safety Commission Rules to address identified and validated concerns, or to inform the development of hypotheses for validation and treatment, and to support successful progress of campaign activities.

The Aged Care Quality and Safety Commission is the national regulator of aged care services funded by the Commonwealth government. Our purpose is to protect and enhance the safety, health, well-being and quality of life of aged care consumers. We do this by approving providers’ entry to the aged care system, accrediting, assessing and monitoring aged care services against requirements, and holding services to account for meeting their obligations. We also seek to resolve complaints about aged care services.

About RBTIS

The RBTIS (Risk Based Targeting and Information Sharing) tool is jointly owned by the Commission and the Department of Health and Aged Care (DoHAC). It provides risk-based targeting and information sharing dashboards bringing together information from multiple systems to provide holistic views of the data holdings for regulatory purposes. RBTIS is housed on the Qlik Sense platform.

 

About the positions 

RBTIS Data Coordinator

The RBTIS Data Coordinator will support the RBTIS Data Coordinator Manager with establishing and delivering a strategic development agenda for RBTIS, and the day-to-day administration of associated development and testing programs. The role includes coordination of data requirements of the Business Units across the Commission, liaison, and arrangement of meetings between the Commission and DoHAC. The role will provide the coordination and administrative support to manage all aspects of the RBTIS work including, but not limited to prioritisation of work packages, follow up of outstanding requests, coordinating the RBTIS testing of changes, as well as liaising with the RBTIS Helpdesk and processing requests for access to RBTIS Streams.

It should be noted that the primary focus of this role is on strategic planning and coordination rather than the technical development of data outputs.


RBTIS Data Coordination Manager

The RBTIS Data Coordination Manager is responsible for the development and leadership of a strategic change agenda regarding the expansion and enhancement of RBTIS. They will establish clear plans and timeframes for the implementation of changes to RBTIS to support the regulatory work of the Commission. They will build relationships with DoHAC and Commission business areas to ensure requirements are communicated and understood, and then work with DoHAC to ensure the effective translation of those requirements into data outputs. The role is responsible for understanding the relationship between the data in RBTIS and the strategic priorities of the Commission and providing advice on associated data requirements and priorities. As part of the role the Data Coordination Manager will manage and lead the RBTIS Data Coordinator(s) in their day-to-day activities.

It should be noted that the primary focus of this role is on strategic planning and coordination rather than the technical development of data outputs. 

 

RBTIS Data Manager

The RBTIS Data Manager will manage and oversee the effective identification, transformation, and delivery of data in RBTIS and related data systems, ensuring effective data management, data collection techniques and processes for data handling and analysis and establishment of data sharing rules. The Data Manager will oversee processes to understand, record, and visualise data as it flows from data sources to data product users, mapping and understanding the transformation the data underwent for data lineage. The Data Manager will ensure that the data governance arrangements are robust and enforced, and that robust and clear processes are in place around end-to-end data quality management.

As part of the above work, the RBTIS Data Manager will work closely with other executives and managers across various data and business streams to ensure alignment between data deliverables and broader Commission strategic priorities.

It should be noted that the primary focus of this role is data management rather than the technical development of data outputs.


Position Duties

APS6 RBTIS Data Coordinator

  • Support stakeholders with engagement and coordination to interact with RBTIS.
  • Provide a high quality first point with DoHAC RBTIS team and to Commission stakeholders regarding data needs, timings of changes and related administrative issues.
  • Monitor requests for information, meetings, access, and timeframes for action.
  • Assisting with data extraction and data mapping work to support datadriven decision making for current and future projects.
  • Provide knowledge/skills transfer to other team members.
  • Drive initiatives to progressively improve data and its presentation in RBTIS.
  • Coordinate data requests and contribute to the development of team objectives for short term tasks and strategic planning for longer-term initiatives. 
  • Other duties, as required.

 

RBTIS Data Coordination Manager

  • Leading stakeholders and sourcing engagement and coordination to determine organisational analytics needs, delivery of analytical products, and identification of new analytics needs.
  • Coordinating, managing, and developing short- and long-term analytical projects within the RBTIS platform in consultation with DoHAC and the Intelligence Services Stream Lead 
  • Leading, supporting and contributing to the development of RBTIS, its infographics and presentation to support the various Commission Business Units meet their regulatory requirements. 
  • Initiating and driving innovation process to tackle challenging aged care policy problems using data.   
  • Providing knowledge/skills transfer to other team members.
  • Developing and enhancing relationships with key functional leads across all groups within the Commission, actively managing expectations. 
  • Working closely with Section and Group leadership to monitor and plan RBTIS activities. 
  • Actively contribute to the Commission’s strategic directions and achievements against our corporate priorities. 
  • Other duties, as required.

 

RBTIS Data Manager

  • Developing and implementing a strategic approach to data governance and management within RBTIS and related systems, including the development of relevant policies, procedures, and artefacts.
  • Ensuring data is accurate, accessible, and secure.
  • Working with stakeholders to ensure data is being used effectively to drive outcomes.
  • Leading the development and maintenance of data dictionaries and data catalogues.
  • Managing data quality and data lineage.
  • Ensuring compliance with relevant regulations and industry standards.

APS6 RBTIS Data Coordinator

Position Description

Operational Policy and Support:

The Operational Policy and Support (OP&S) section contributes to the Commission’s strategic purpose to protect and enhance the safety, health, wellbeing, and quality of life of people receiving aged care by developing and providing advice on whole of Commission and function specific policy, guidance and tools that drives how we work and explains how to apply broad policy within all operational environments. The Section also contributes to the development and implementation of regulatory and aged care program reform, including policy development to operationalise legislative reform.


Purpose of position: 

The purpose of the position is to support delivery of the Commission’s work in applying policy and regulatory functions to ensure that: best practice, quality assurance and continuous improvement is implemented into decision making processes; learnings are translated into regulation and policy development; and operational areas are supported to promote quality and safety in aged care services


Position Duties

  • Develop and maintain whole-of-Commission and function-specific policy, guidance, and tools to assist operational areas in applying policy to their work. 
  • Provide decision-making support on complex cases, regulatory decisions, contentious issues, or ambiguous operational policy. 
  • Lead the design and delivery of policy projects to support the operational areas and regulatory functions of the Commission. 
  • Identify and respond appropriately to risk. 
  • Work constructively with internal stakeholders and provide subject matter inputs to other areas of the Commission. 
  • Manage extensive external stakeholder management responsibilities, especially with Department of Health and Aged Care and provider/peak body working groups. 
  • Provide leadership and build the capacity of staff to undertake their roles efficiently and professionally and to meet expected standards of service and quality.

Position Eligibility Requirements

  • Demonstrated experience in development of policy in an environment of strategic and/or legislative change. 
  • Ability to understand and interpret aged care legislation, including what it means in operational terms for the Commission.   
  • Proven ability to use clear and influential communication and negotiation skills to develop and maintain productive working relationships with internal and external stakeholders to achieve outcomes within prescribed timeframes. 
  • Expert knowledge and understanding of the development of sound policy and guidance to operationalise legislative reforms.    
  • Proven ability to work independently and take responsibility for managing own performance and that of the team to achieve results.   
  • Strong leadership and management skills and the ability to build capability and provide support to staff dealing with high workloads and internal stakeholder interactions in a changing environment.
